UN in Fiji Country Implementation Plans 2025 - 2027

The Fiji Country Implementation Plan (CIP) 2025-2027 outlines the UN’s strategic engagement to support Fiji in achieving the 2030 Agenda for Sustainable Development and the Antigua and Barbuda Agenda for Small Island Developing States (ABAS). This plan is guided by Fiji’s national development priorities as outlined in the Fiji National Development Plan 2025-2029, focusing on economic resilience, people empowerment, and good governance, and implementation, monitoring and evaluation as cross-cutting priorities.

Scope and Focus

The CIP serves as a framework for UN-Government cooperation, providing targeted interventions across climate resilience, economic diversification, education, healthcare, governance, and digital transformation. It aligns with the Pacific UN Sustainable Development Cooperation Framework (UNSDCF) 2023 – 2027, to drive sustainable and inclusive growth while addressing Fiji’s unique geographic, economic, and climate vulnerabilities.

Key Interventions and Expected Outcomes

Environment and Climate Resilience focuses on strengthening Fiji’s resilience to climate change and environmental shocks through integrated ecosystem and biodiversity management, climate-smart agriculture, and marine conservation. As a cross-cutting priority of Fiji, interventions include promoting low-carbon development, renewable energy adoption, and nature-based solutions for disaster risk reduction. The UN will support multi-hazard early warning systems, anticipatory action frameworks, and gender-responsive disaster preparedness. 

Expected outcomes: By 2027, Fiji will have improved climate governance, enhanced biodiversity protection, and strengthened disaster risk management systems, reducing vulnerability to climate-related hazards and safeguarding livelihoods.

Health, Education and Protection Services addresses equitable access to health, education, and protection services, prioritizing vulnerable groups. Key interventions include expanding child-sensitive social protection systems, expanding family life education for young people, improving maternal and adolescent health, tackling HIV/AIDS and non-communicable diseases, strengthening Gender-based violence prevention and responses systems, and integrating mental health into public health strategies. Education initiatives focus on inclusive learning, digital education, and climate-resilient WASH infrastructure. 

Expected outcomes: More Fijians, especially those at risk of being left behind and at risk of violence, will benefit from resilient health systems, improved nutrition and food security, inclusive education, family life education and coordinated, quality, multi-sector gender-responsive services, contributing to reduced poverty and better human development and human rights indicators.

Economic interventions promote inclusive economic growth through diversification, digital transformation, and sustainable resource management. Interventions include transitioning to a low-carbon, blue and creative economy, supporting MSMEs, transforming agri-food systems, enhancing labour mobility benefits for workers, families and communities, and creating decent work opportunities for women and youth. The UN will assist Fiji in implementing trade facilitation reforms, bridging the digital divide, and mobilizing innovative financing such as green and blue bonds. 

Expected outcomes: By 2027, Fiji will have a more diversified economy, increased employment opportunities, improved digital connectivity, and strengthened value chains, fostering shared prosperity and resilience against external shocks.

Governance and Human Rights strengthens democratic governance, human rights, and inclusive political participation through a people-centered approach. Interventions include improving access to justice, aligning laws with international human rights standards, and promoting gender equality in leadership. The UN will support civic engagement, transparency frameworks, and anti-corruption measures, alongside capacity-building for state institutions and civil society as well as ensure communities are engaged in the country's decision making and future planning. 

Expected outcomes: Fiji will enjoy more accountable and inclusive governance systems, enhanced rule of law, and greater participation of women and marginalized groups in decision-making, ensuring a rights-based approach to development and peace.
